The official website of General Mission (Wekalat) of the Caucasus Emirate abroad, GeneralVekalat, aired two new decrees (Omras) of Emir of the Caucasus Emirate, Dokka Abu Usman (AKA Dokka Umarov), on formation of a consultative body of the Caucasus Emirate, the Majlis al-Shura and abolition of the Province of Iriston (AKA Ossetia).

Omra (Decree) № 13

"About the formation of the consultative body Majlis al-Shura of the Caucasus Emirate"

In the Name of Allah, the Most Gracious, the Most Merciful

"...and consult them in the affairs. Then when you have taken a decision, put your trust in Allah, certainly, Allah loves those who put their trust (in Him)"

(Surat Al 'Imran, 3:159).

Praise be to Allah, the Lord of the worlds. May peace and blessings be upon the Prophet Muhammad, his family, his companions and all those who followed his path till the Day of Judgment. To proceed: 

I decree:

1. To form the consultative body Majlis al-Shura of the Caucasus Emirate, consisting of:

Naib (deputy) of Emir of the Caucasus Emirate,

Military Emir of the Caucasus Emirate,

Qadi (judge) of the Caucasus Emirate,

Wali (Emir/head) of Wilayah (province) Ghalghaycho (Ingushetia) of the Caucasus Emirate,

Wali of the Combined Wilayah of Kabarda, Balkaria and Karachay of the Caucasus Emirate,

Wali of Wilayah Dagestan of the Caucasus Emirate,

Emir of the Eastern Direction of Wilayah Nokhchicho (Ichkeria) of the Caucasus Emirate,

Emir of the South-Western direction of Wilayah Nokhchicho (Ichkeria) of the Caucasus Emirate,

Emir of Ansaris.

2. Depending on requirements of the situation, time and place, Emir of the Caucasus Emirate can include in the Shura any Mujahid of the Caucasus Emirate.

3. In case of death of the acting Emir of the Caucasus Emirate, Majlis al-Shura is authorized to choose new Emir of the Caucasus Emirate.

Note: Mujahideen currently occupying mentioned positions: Naib of Emir of the Caucasus Emirate - Supyan Abdullayev, Military Emir - Magas (Akhmad Yevloyev), Qadi - Sayfullah (Anzor Astemirov), Wali of Wilayah Ghalghaycho - Magas (Akhmad Yevloyev), Wali of the Combined Wilayah of Kabarda, Balkaria and Karachay - Sayfullah (Anzor Astemirov), Wali of Wilayah Dagestan - Al-Bara (Umalat Magomedov), Emir of the Eastern Direction of Wilayah Nokhchicho - Aslanbek Vadalov, Emir of the South-Western Direction of Wilayah Nokhchicho - Tarkhan Gaziyev, Emir of Ansaris - Muhannad (Abu Anas).

Ansari - is a term which Emir Dokka Abu Usman uses to refer to foreign Mujahideen, but usually, throughout Islamic history and during the current Jihad in Afghanistan, Iraq and elsewhere, an Ansari is a local Mujahid, while a foreign Mujahid is referred to as a Muhajir.

"On the Wilayah of Iriston (Ossetia)"

In the Name of Allah, the Most Gracious, the Most Merciful

Praise be to Allah, the Lord of the worlds. May peace and blessings be upon the Prophet Muhammad, his family, his companions and all those who followed his path till the Day of Judgment. To proceed:

I decree 

1. To abolish Province Iriston. 

2. To include the territory of the abolished Wilayah Iriston into Province Ghalghaycho (Ingushetia).

3. To Mujahideen groups and units, operating in the territory of the abolished Province Iriston, to become subordinate to Wali of Province Ghalghaycho (Ingushetia).

4. To Wali of Province Ghalghaycho (Ingushetia) to correct plans of the headquarters of the command of Province Ghalghaycho, in accordance with expansion of the zone of military and political responsibility.
